I had to read up a fair bit about how this decision by IBM might affect the HPC cluster that I run using Rocky Linux. Rocky Linux says its difficult for them but they will get around this impediment. Similarly for Alma Linux. Personally though, and after reading much opinion on the topic, and eventually reading some opinions of real lawyers, it appears what they are doing is legally not violating the GPL, but it IS putting their finger up to the intent and spirit of the GPL. Sorta like "We are going to do this and you can't legally stop us". At home my wife and I run Debian. (Please don't get me started on systemd!)
